CONSERVATION EXPERIENCE:

 

Conservation Agent--Town of Ipswich, MA (Current)

Currently serve as full-time conservation agent and administrator with responsibilities for administration, filing assessment, site inspections, application processing, permit preparation and issuance, issuance of decisions, operations, budget, staff supervision, meeting and rendering assistance to the public, violation identification, assessment and enforcement, liaison to other agencies and officials, recordkeeping, reports, legal and scientific research and interpretive opinion guidance and recommendations for Commission and draft decisions regarding all aspects of its regulatory work under the Massachusetts Wetlands Protection Act and Regulations and the Ipswich Wetlands Protection Bylaw and Regulations. Coordinated policy formulation, forms revisions, internet website startup, EMPACT federal grant project, regulatory revisions.  Instituted new recordkeeping measures, GIS integration and procedural guidance forms to ensure smooth services to the public and consistency and continuity in administration and in enforcement.

 

 

Conservation Administrator--Town of Topsfield, MA

Served as part-time conservation administrator and agent with responsibilities for administration, assessments, site inspections, application processing, permit preparation and issuance, operations, budget, staff supervision, meeting public, violation assessment and enforcement, liaison to other agencies and officials, recordkeeping, and reports, research and interpretive opinions for Commission. Coordinated resolution of various concerns and issues related to access over conservation land/riverfront area leading to a former town landfill being converted to a park.  Instituted new recordkeeping measures and forms to ensure smooth services to the public and consistency and continuity in enforcement.

 

 

 

Director of Conservation Services--City of Taunton, MA

Served as municipal conservation agent for administration, investigation and enforcement of Massachusetts Wetlands and Rivers Act and related regulations; advised municipal Conservation  Commission on  regulatory matters; prepared and issued Commission permits and documentation; managed Commission/municipal properties; interfaced with public, applicants, abutters,  consultants, city officials/boards and state and federal agencies, including regional planning groups. Kept Commission records and prepared reports for Commission, other city boards, mayor and municipal council. Served on development impact review board and earth removal board. Co-authored 1998 Taunton Open Space Plan and completed various grant requests thereunder; authored reports to local officials about water levels, domestic water resource development and other matters. Wrote proposed municipal dock ordinance; drafted proposed municipal wetlands ordinance; wrote guidelines for community clean-ups; closed regulatory gaps in municipal processing of various permit applications; and established recordkeeping system to track wetlands complaints and resolutions.  Served as Chair of federal AHRI Taunton River Nomination Committee (13-community effort); served as founding member and advisor to Taunton River Action Focus Team (RAFT) (satellite group to the Taunton River Watershed Alliance); served as member of sustainable economic development committee; served as advisor to Friends of Boyden Refuge (non-profit group supporting uses of public bird sanctuary and educational programs); conducted property tours and educational and community outreach for various conservation programs with scouting and student groups. Prepared and successfully completed the first application in Massachusetts to EOEA for Densely Developed Riverfront Area other than those first mandated in the Law (Mill River in downtown Taunton).

Senior Associate in firm's real estate department. Preparation of multimillion dollar commercial real estate purchase/sale and loan documents; conducted sales and mortgage closings for residential and commercial real estate; subdivision filings; various government registrations; restrictive covenants; conservation/agricultural/historic preservation easements; and conducted land title inspection, opinions, issue resolution.

Managed use and upkeep of 90,000 square foot student union building, including maintenance, HVACR contract negotiation        and evaluation, major renovations and energy conservation.       Also supervised staff, coordinated events, scheduled use, prepared operations budget, served as operations liaison to purchasing, maintenance, public safety and other departments. Implemented scheduling system and coordinated substantial renovations to building including federal ADA assured-access compliance.

Supervised employees, managed department operations in preparation, packing, labeling and shipment of various commercial and consumer products. Prioritized/assigned            work, scheduled production and expedited shipments. Responsible for inventory/quality control.

Assistant departmental supervisor with direct responsibility for supervising machine operations and support staff in production of textile materials, including scheduling, production quotas, deadlines, quality, and maintenance. Repaired and maintained machines to assure longevity and proper operations.
